The Sukabumi City South Ring Road is the main road connecting Sukabumi with other cities in West Java, there are many problems on this route such as overloading heavy vehicles including tronton trucks which can cause   congestion, road damage and even accidents. The identification of the problem in this study is how the implementation of Sukabumi Mayor Decree Number 245 of 2019, to Address Overloading of Heavy Goods Vehicles in Sukabumi City. The theories used in this study are law enforcement theory and legal effectiveness theory. The research method used is empirical juridical with data analysis through a qualitative approach and using primary data in the form of interviews and secondary data. The result of this study is that the Sukabumi Mayor's Decree No. 245 of 2019 on the Tronton Freight Vehicle Route and the Intercity Interprovincial Public Transport Vehicle Route and City Transport within the Province Crossing Roads in the Sukabumi City Area does not contain special sanctions related to overloaded vehicles and does not regulate   operational hours so that heavy cargo vehicles can pass at any time, causing a lot of damage to road infrastructure. The conclusion of this study is that the Sukabumi City   Transportation Agency in enforcing Sukabumi Mayor Decree Number 245 has obstacles, namely not having the authority to ticket because it is under the auspices of the Traffic Police. Driver awareness is also one of the main factors in the transportation of goods.
