The problems are; First, how is the regulation of the use of White Phosphorus in armed conflict according to the 1977 Additional Protocol I on International Conflict? Second, How is the implementation of the 1977 Additional Protocol I on International Conflict against the use of White Phosphorus in the Gaza Refugee Camp by Israel? This research uses normative juridical method with juridical qualitative analysis of legal documents and relevant literature, and is based on the theory of justice and the principle of distinction. The results of the research: First, Regulations related to the use of white phosphorus have been regulated in Article 35 Paragraph (2), Article 48, Article 51, and Article 52 of Additional Protocol I of 1977, Second, Although Israel is not a party to Additional Protocol I of 1977, its principles that have become customary international law remain binding, but enforcement against violations such as the use of white phosphorus in Gaza faces legal and political obstacles, mainly due to diplomatic support and veto from Israel's allies.
