description: Facing global dynamics, economic growth in Indonesia continues to develop,  through State-Owned Enterprises (BUMN), Private-Owned Enterprises (BUMS)  and Cooperative-Owned Enterprises. In this case the researcher looked at the  problems that occurred at PRIMKOKAS, this problem appeared to occur due to the  failure to return the savings funds. However, members do not receive legal  protection and legal responsibility provided by PRIMKOKAS or the government  regarding existing regulations. This research aims to determine legal protection  efforts for the rights of cooperative members and the forms of responsibility of  PRIMKOKAS management. The type of research used in this thesis research is  normative empirical, namely research conducted empirically to obtain the truth of  reality in society and adapted to applicable legal regulations. To achieve the  objectives of this research, the data collection techniques used were library  research and interviews as primary data to then be constructed into a conclusion.  The results of this research indicate that legal protection is weak due to an  imbalance of power between cooperative members and cooperative administrators  or managers. So it can be concluded that there are weaknesses in legal protection,  supervision of cooperative management, lack of transparency, so that cooperative  members often have limited access to information regarding financial conditions,  so that further regulations regarding legal protection are needed to protect the  rights of cooperative members. The legal responsibility that can be imposed on  PRIMKOKAS management is absolute responsibility, meaning that they must be  fully responsible for losses that arise, the management of the cooperative must be  transparent and accountable.
