description: The phenomenon of the loss of boarding house tenants' belongings certainly  causes problems when boarding house tenants, in this context students, lose  their belongings in the boarding house, which often when tenants lose their  belongings, the boarding house owner/manager is not responsible for the loss  of the belongings. This is certainly detrimental to the boarding house tenant  because their rights as consumers of boarding house rentals are violated.  This legal research is a descriptive analytical research that describes  qualitative data. This research uses primary data and secondary data. The  method of collecting this data is by conducting library research to obtain  secondary data and direct research in the field to obtain primary data. The  process of this research begins with designing several questions for interviews  according to the problems in this research.  The results of this study indicate that the boarding house owner who is the  object of this study does not fulfill his obligations as a business actor who rents  out the boarding house to be responsible for and protect the belongings of the  boarding house tenant which is the right of the boarding house tenant. when  there is a case of loss of boarding house tenant's goods, the boarding house  owner as a business actor has an obligation to compensate for the losses  suffered by the victim and the tenant. And regarding the responsibility of the  boarding house owner.  The conclusion of this study shows that the goods brought by the boarding  house tenant are the responsibility of the boarding house owner to maintain  their security and in accordance with Law Number 8 of 1999 concerning  Consumer Protection which provides a guarantee for consumers that every  good or service they consume must meet the standards of comfort, security, and  safety, and regarding the responsibility of the boarding house owner in  accordance with Article 1709 of the Civil Code
