The identification of the problem is, How is the implementation of the authority and obstacles to the implementation of the authority of the Serang City Environmental Service in reducing the use of singleuse plastic bags based on the Regulation of the Minister of Environment and Forestry Number 75 of 2019 concerning the Roadmap for Waste Reduction by Producers. The theories used include the theory of authority and the welfare state. This study uses an empirical legal method with an analytical descriptive approach. Data were obtained through interviews with Young Expert Environmental Extension Workers of the Serang City Environmental Service and the Serang City community. The results of the study were that the Serang City Environmental Service in the field of waste management and toxic and hazardous materials had made efforts to reduce the use of single-use plastic bags but were not implemented optimally. The results of the study show that the Serang City Environmental Service is a source of delegated authority from the Mayor of Serang through the Serang Mayor Regulation Number 13 of 2021 concerning the Position, Organizational Structure, Duties and Functions and Work Procedures of the Serang City Environmental Service with regulatory and educational authority.
