Latar belakang penelitian ini didasarkan pada tingginya tingkat pelanggaran operasional kendaraan angkutan tanah yang beroperasi di luar waktu yang ditetapkan dalam Peraturan Bupati Nomor 12 Tahun 2022. Pelanggaran tersebut berdampak pada meningkatnya kemacetan, kerusakan infrastruktur jalan, dan risiko kecelakaan lalu lintas yang merugikan masyarakat. Identifikasi masalah dalam penelitian ini mencakup bagaimana mekanisme pengawasan yang dilakukan oleh Dinas Perhubungan Kabupaten Tangerang dalam membatasi waktu operasional mobil angkutan tanah serta hambatan yang dihadapi dalam penerapan kebijakan tersebut. Penelitian ini menggunakan teori pengawasan dan teori penegakan hukum sebagai dasar analisis. Metode penelitian yang digunakan adalah metode yuridis empiris dengan pendekatan deskriptif analitis. Data diperoleh melalui studi kepustakaan dan penelitian lapangan, termasuk wawancara dengan pihak terkait. Hasil penelitian menunjukkan bahwa Dinas Perhubungan Kabupaten Tangerang telah melakukan berbagai upaya dalam pengawasan, seperti sosialisasi kebijakan, pemasangan rambu lalu lintas, dan operasi penertiban di lapangan. Pengawasan ini dilakukan melalui lima pendekatan utama, yaitu: (1) pengawasan langsung (2) pengawasan tidak langsung (3) pengawasan formil (4) pengawasan administratif, (5) pengawasan kolaboratif, Namun, efektivitas kebijakan ini masih terhambat oleh rendahnya tingkat kesadaran pengemudi, kurangnya koordinasi antarinstansi, serta lemahnya penegakan sanksi bagi pelanggar. Kesimpulan dari penelitian ini adalah bahwa pengawasan terhadap pembatasan waktu operasional mobil angkutan tanah di Kecamatan Kresek masih perlu ditingkatkan. Diperlukan strategi pengawasan yang lebih ketat, peningkatan sinergi antara instansi terkait, serta penerapan sanksi yang lebih tegas guna meningkatkan kepatuhan dan menciptakan ketertiban lalu lintas yang lebih baik di wilayah tersebut. abstract: The Transportation Agency of Tangerang Regency enforces restrictions on the operational hours of soil transportation trucks in Kresek District to ensure traffic order. The background of this study is based on the high frequency of violations by soil transport vehicles operating outside the designated hours as stipulated in Regent Regulation Number 12 of 2022. These violations have led to increased traffic congestion, damage to road infrastructure, and a heightened risk of traffic accidents, all of which negatively impact the community. This study aims to examine the supervision mechanisms implemented by the Transportation Agency of Tangerang Regency in restricting operational hours and to identify the obstacles encountered in the enforcement of this policy. The study employs supervision theory and law enforcement theory as its analytical framework. The research method used is empirical juridical with a descriptive-analytical approach. Data were collected through literature review and field research, including interviews with relevant stakeholders.The findings show that the Transportation Agency of Tangerang Regency has taken several steps to enforce the policy, such as policy dissemination, installation of traffic signs, and field enforcement operations. Supervision is carried out through five main approaches: (1) direct supervision, (2) indirect supervision, (3) formal supervision, (4) administrative supervision, and (5) collaborative supervision. However, the effectiveness of the policy remains hindered by low driver awareness, weak coordination between agencies, and inadequate enforcement of sanctions against violators. The study concludes that the supervision of operational hour restrictions for soil transportation vehicles in Kresek District needs to be improved.
