description: The background of this research is that service transformation has become a  primary need for government agencies to improve service quality. This study aims  to develop the Online Employee Service Application (LOPe) as an innovative  solution in managing the services of educators and education personnel at the  Lebak Regency Education Office. This application is designed to improve the  effectiveness, efficiency, and user satisfaction by providing key features such as  promotion management, leave requests, document management, and online-based  reporting.  The method used in this research is the ADDIE model, which includes user needs  analysis, system design, agile-based software development, and application testing  through usability testing. Data was collected through interviews, questionnaires,  and literature studies to ensure the application meets both technical and functional  requirements. The results of the study show that the LOPe application successfully  reduces time and costs in personnel management, improves data accuracy, and  facilitates transparent access to services. Furthermore, a user satisfaction survey  revealed that 85% of educators and education personnel were satisfied with the  implementation of this application.  The conclusion of this study is that the development of the LOPe application has  successfully provided a positive impact on the management of personnel  administration at the Lebak Regency Education Office. This application is expected  to serve as a model for the development of digital services in other government  sectors
