description: The accumulation of organic waste at the Ciruas market has become an issue that  requires the authority of the Environmental Agency of Serang Regency. The  implementation of the authority of the Environmental Agency of Serang Regency in  managing organic waste is based on Article 4 of Serang Regency Regent Regulation  Number 92 of 2022. This research identifies how the Environmental Agency of  Serang Regency exercises its authority in managing organic waste at Ciruas  market, which results from the buying and selling activities occurring in the market,  based on Regional Regulation of Serang Regency Number 3 of 2019 concerning  Waste Management, as well as the obstacles and solutions in the implementation of  the agency’s authority to address the organic waste problem in the Ciruas market.  The theories used in this study are the theory of authority and the theory of waste  management. The method used is an empirical juridical approach with a qualitative  descriptive type of research. The data sources consist of primary and secondary  data, and the data collection techniques include field studies through interviews  and literature studies through gathering information from various sources. The  results of this study indicate that the Environmental Agency of Serang Regency has  not yet effectively exercised its authority in managing the organic waste at Ciruas  market due to several obstacles, such as the absence of specific regulations  regarding the supervision and management of organic waste, low public  awareness, lack of facilities and infrastructure, and limited budget. In conclusion,  the Environmental Agency of Serang Regency has not optimally carried out its  authority in managing the organic waste at Ciruas market as mandated by Regional  Regulation Number 3 of 2019 due to inadequate supporting facilities and  infrastructure, and the absence of specific regulations governing organic waste  management. The recommendation is that the Environmental Agency should  increase its active role in public outreach, improve facilities and infrastructure, and  establish explicit policies regarding organic waste management.
