The implementation of the role of the Cilegon City  Environmental Agency in addressing river water pollution is based on Article 24 of  Cilegon Mayor Regulation Number 14 of 2022, which constitutes an attribution of  authority derived from Government Regulation Number 22 of 2021. The research  identifies two main problems: how the Environmental Agency of Cilegon City  carries out its role in managing river water pollution caused by industrial activities  to improve river water quality based on Government Regulation Number 22 of  2021, and what obstacles and solutions exist in the implementation of this role. The  theories used in this research are the theory of authority and the theory of law  enforcement. The research method applied is an empirical juridical approach with  a qualitative and descriptive type of research, using primary and secondary data  sources. The results show that the role of the Cilegon City Environmental Agency  is an attribution of authority regulated by Cilegon Mayor Regulation Number 14 of  2022. The supervision activities are carried out through stages of planning,  monitoring, and law enforcement related to river water pollution. However, the  implementation still faces obstacles such as low public awareness, limited human  resources, and restricted authority over Foreign Investment (PMA) companies. It  can be concluded that the implementation of the role of the Cilegon City  Environmental Agency in managing river water pollution has not been effective due  to weak regulatory support, inadequate supervision, and limited community  participation in environmental protection. This research recommends enhanced  cooperation between the community, the Environmental Agency, and all relevant  governmental bodies.
