Thus, Bank Indonesia launched QRIS as a payment method to accommodate non-cash payments and has been widely used by business actors. However, business actors will be charged an MDR (Merchant Discount Rate), which is set for micro businesses at 0.3%. The purpose of this study is to determine the communication strategy carried out by Bank Indonesia to overcome problems in implementing QRIS rates for business actors, especially MSMEs. The focus of this study is to determine the audience analysis strategy, compiling messages, methods, selection and use of media in implementing QRIS rates for MSMEs in Serang City. The research method used is a descriptive method with a qualitative approach. Researchers collect data through observation, interviews and documentation. The results of this study are (1) Bank Indonesia Banten analyzes the audience by dividing the segmentation demographically and socio-geographically (2) in compiling messages, namely deductively and topically (3) Bank Indonesia Banten conveys communication with persuasive, instructive, and deductive methods (4) Bank Indonesia Banten only uses online mass media and focuses on social media, namely Instagram and YouTube.
