N2  - Independent internship students have the right to receive excellent service in accordance with the Regulation of the Minister of Law and Human Rights of the Republic of Indonesia Number 25 of 2023 concerning Human Rights-Based Public Services. In reality, students have not received adequate guidance from the Personnel Subdivision staff at the Banten Regional Office of the Ministry of Law and Human Rights. Based on this background, it is necessary to examine How effective is the performance of the Personnel Subdivision in the independent internship system in relation to excellent service at the Banten Regional Office of the Ministry of Law and Human Rights based on the Regulation of the Minister of Law and Human Rights of the Republic of Indonesia Number 25 of 2023 concerning Human Rights-Based Public Services? What are the obstacles and solutions to achieving effective independent internships as a form of excellent service in the Personnel Subdivision at the Banten Regional Office of the Ministry of Law and Human Rights?. The theories used in this study are the Theory of Legal Effectiveness and the Theory of Public Service. The research method used is an empirical juridical approach, and the research specification is analytical descriptive. Based on the research findings, the public services provided by the Personnel Subdivision staff have referred to the Regulation of the Minister of Law and Human Rights of the Republic of Indonesia Number 25 of 2023 concerning Human Rights-Based Public Services. This regulation fulfills the elements of legal effectiveness, as it is legally valid, provides legal certainty, and has been accepted by the public, including internship students in the form of excellent service. The implementation of the independent internship program faces several challenges, such as unequal task distribution and suboptimal mentoring, as mandated in Article 4 of the Regulation of the Minister of Education, Culture, Research, and Technology of the Republic of Indonesia Number 63 of 2024. Improvement efforts have been made through regular meetings and the implementation of an independent internship satisfaction index.

N1  - Mahasiswa magang mandiri memiliki hak untuk mendapatkan pelayanan prima sesuai Peraturan Menteri Hukum dan Hak Asasi Manusia Republik Indonesia Nomor 25 Tahun 2023 Tentang Pelayanan Publik Berbasis Hak Asasi Manusia. Kenyataan yang terjadi mahasiswa tidak mendapatkan bimbingan yang memadai dari Pegawai Sub Kepegawaian Kanwil Kemenkumham Banten. Berdasarkan latar belakang masalah tersebut perlu dikaji tentang Bagaimana Efektivitas Kinerja Sub Kepegawaian terhadap Sistem Magang Mandiri dihubungkan dengan Layanan Prima Pada Kanwil Kemenkumham Banten Berdasarkan Peraturan Menteri Hukum dan Hak Asasi Manusia Republik Indonesia Nomor 25 Tahun 2023 Tentang Pelayanan Publik Berbasis Hak Asasi Manusia? dan Bagaimana Hambatan dan Solusi Untuk Efektivitas Magang Mandiri Sebagai Layanan Prima di Sub Kepegawaian Kanwil Kemenkumham Banten?. Teori yang digunakan dalam penelitian ini adalah Teori Efektivitas Hukum dan Teori Pelayanan Publik. Metode penelitian yang digunakan adalah metode yuridis empiris dan spesifikasi penelitian yang digunakan adalah deskriptif analitis. Berdasarkan hasil penelitian ditemukan bahwa pelayanan publik yang diberikan oleh Pegawai Sub Kepegawaian telah mengacu pada Peraturan Menteri Hukum dan Hak Asasi Manusia Republik Indonesia Nomor 25 Tahun 2023 Tentang Pelayanan Publik Berbasis Hak Asasi Manusia. Regulasi ini telah memenuhi unsur efektivitas hukum, karena secara sah berlaku, memberikan kepastian hukum dan telah diterima oleh masyarakat, termasuk mahasiswa magang dalam bentuk pelayanan prima. Pelaksanaan magang mandiri menghadapi beberapa kendala, seperti tidak meratanya pembagian kerja dan belum optimalnya pendampingan sebagaimana diamanatkan dalam Pasal 4 Peraturan Menteri Pendidikan, Kebudayaan, Riset, dan Teknologi Republik Indonesia Nomor 63 Tahun 2024. Upaya perbaikan telah dilakukan melalui pertemuan rutin dan penerapan indeks kepuasan magang mandiri.
