Cilegon Mayor Regulation Number  16 of 2018 concerning the Arrangement and Empowerment of Street Vendors was  issued in order to provide arrangement and empowerment for street vendors in  Cilegon City, one of which is in the Pagebangan area. This research aims to 1)  Evaluate the suitability of policies for structuring and empowering street vendors  in the Pagebangan area of Cilegon City based on Cilegon Mayor Regulation  Number 16 of 2018 concerning Structuring and Empowering Street Vendors; and  2) Analyze the factors that hinder the implementation of policies for structuring and  empowering street vendors in the Pagebangan area of Cilegon City. Policy  evaluation is discussed using public policy evaluation theory according to Dunn  consisting of six criteria, namely effectiveness, efficiency, adequacy, accuracy,  responsiveness and equity. Based on date collection that has been carried out, the  result of the Evaluation Cilegon Mayor Regulation Number 16 of 2018 in the  arrangement and empowerment of street vendors (PKL) in Pagebangan regency  have not been implemented properly an optimally. There is no cohesiveness  between street vendors, the community and the government in implementing the  policy.
