note: Pertumbuhan ekonomi merupakan salah satu indikator keberhasilan
pembangunan suatu daerah atau dapat dikatakan proses perubahan kondisi
perekonomian secara berkesinambungan menuju keadaan yang lebih baik selama
periode tertentu. Situasi yang bisa disebut sebagai pertumbuhan ekonomi adalah
pemerataan infrastruktur masyarakat dapat dilaksanakan secara cepat karena
pendapatan per kapita yang melonjak. Pertumbuhan ekonomi yang tinggi
mendorong pemerintah daerah untuk melakukan pembangunan daerah yang
mandiri melalui pendapatan dari daerah itu sendiri maupun bantuan dari
pemerintah pusat sehingga dianggarkan menjadi Belanja Modal yang
direalisasikan dalam bentuk pengadaan fasilitas, infrastruktur dan sarana
prasarana yang ditujukan untuk kepentingan publik. Oleh karena itu, penelitian ini
dilakukan untuk mengetahui pengaruh Pajak Daerah, Dana Alokasi Umum
(DAU), dan Dana Alokasi Khusus (DAK) melalui Belanja Modal Terhadap
Pertumbuhan Ekonomi di Provinsi Banten.
Data yang digunakan dalam penelitian ini bersumber dari publikasi resmi
Badan Pusat Statistik berupa Laporan Statistik Keuangan Pemerintah Kabupaten
/Kota. Metode analisis yang digunakan adalah analisis jalur (path analysis) yang
bertujuan untuk mengetahui pengaruh langsung dan tidak langsung dengan
menggunakan program SPSS versi 25. Populasi dalam penelitian ini terdiri dari 8
Kabupaten/Kota di Provinsi Banten dengan data pengamatan mulai dari tahun
2013 sampai dengan tahun 2022 (10 tahun). Penelitian ini dilakukan pada tahun
2013-2022 dengan data penelitian sebanyak 80 data. Sampel yang digunakan pada
penelitian ini adalah Laporan Penerimaan dan Pengeluaran Pemerintah
Kabupaten/Kota serta Pertumbuhan Ekonomi di 4 Kabupaten dan 4 Kota di
Provinsi Banten pada tahun 2013-2022. 8 (delapan) kabupaten/kota tersebut
terdiri dari Kabupaten Pandeglang, Kabupaten Lebak, Kabupaten Tangerang,
Kabupaten Serang, Kota Tangerang, Kota Cilegon, Kota Serang, dan Kota
Tangerang Selatan.
Hasil penelitian menunjukkan bahwa pajak daerah, dana alokasi umum, dana
alokasi khusus, dan belanja modal berpengaruh signifikan terhadap pertumbuhan
ekonomi. Pajak daerah dan dana alokasi umum berpengaruh positif dan sifnifiksn
terhadap belanja modal namun dana alokasi khusus tidak berpengaruh terhadap
belanja modal. Belanja modal mampu memediasi pengaruh pajak daerah dan dana
alokasi umum terhadap pertumbuhan ekonomi daerah, namun tidak mampu
memediasi pengaruh dana alokasi khusus.
abstract: Economic growth is one of the indicators of the success of a region's
development or can be said to be a process of changing economic conditions
continuously towards a better condition during a certain period. A situation that
can be called economic growth is the rapid distribution of community
infrastructure because per capita income has soared. High economic growth
encourages local governments to carry out independent regional development
through income from the region itself or assistance from the central government
so that it is budgeted as Capital Expenditure which is realized in the form of
procurement of facilities, infrastructure and facilities intended for the public
interest. Therefore, this study was conducted to determine the effect of Regional
Taxes, General Allocation Funds (DAU), and Special Allocation Funds (DAK)
through Capital Expenditure on Economic Growth in Banten Province.
The data used in this study comes from the official publication of the Central
Statistics Agency in the form of the Regency / City Government Financial
Statistics Report. The analysis method used is path analysis which aims to
determine the direct and indirect effects using the SPSS version 25 program. The
population in this study consisted of 8 regencies/cities in Banten Province with
observation data starting from 2013 to 2022 (10 years). This research was
conducted in 2013-2022 with 80 research data. The sample used in this study was
the Regency/City Government Revenue and Expenditure Report and Economic
Growth in 4 Regencies and 4 Cities in Banten Province in 2013-2022. The 8
(eight) regencies/cities consist of Pandeglang Regency, Lebak Regency,
Tangerang Regency, Serang Regency, Tangerang City, Cilegon City, Serang City,
and South Tangerang City.
The results of the study showed that regional taxes, general allocation funds,
special allocation funds, and capital expenditures had a significant effect on
economic growth. Regional taxes and general allocation funds had a positive and
significant effect on capital expenditures, but special allocation funds had no
effect on capital expenditures. Capital expenditure is able to mediate the influence
of regional taxes and general allocation funds on regional economic growth, but is
unable to mediate the influence of special allocation funds.
