description: This research is motivated by problems in the implementation of the waste bank  program in Pandeglang Regency which has not been running optimally in  accordance with regional policies and strategies in sustainable waste  management. The identification of this research problem is how to implement the  waste bank program in Pandeglang Regency as a regional strategy in sustainable  waste management based on Minister of Environment and Forestry Regulation  Number 14 of 2021 concerning Waste Management in Waste Banks and what  obstacles are faced in implementing the waste bank program in Pandeglang  Regency as a regional strategy for sustainable waste management based on  Minister of Environment and Forestry Regulation Number 14 of 2021 concerning  Waste Management at Waste Banks. The theories used are government action  theory and law enforcement theory. The method used is empirical juridical, the  research specifications used are descriptive analysis. Using research data sources  in the form of primary data and secondary data. Meanwhile, the data collection  techniques used in this research used field studies and literature studies. The data  analysis used is a qualitative approach. The results of this research show that the  Pandeglang Regency Environmental Service has tried to run the waste bank  program well, but faces obstacles in facilities and governance. This research  reflects the government's actions as a social servant to support the people of  Pandeglang Regency in waste management by establishing a waste bank. As an  entrepreneur, he facilitates waste collection facilities at waste banks, and is a  development agent who encourages the efforts of the people of Pandeglang  Regency in sustainable development in waste management. The obstacles faced  require improvement in three elements, namely the legal structure requires  strengthening through increasing the budget and optimizing the role of the  Pandeglang Regency Environmental Service. Meanwhile, legal substance needs to  be enforced consistently to ensure regional strategic policies are implemented.  Meanwhile, legal culture needs to be improved with education and outreach to  build awareness among the people of Pandeglang Regency regarding the  importance of sustainable waste management.
