The presence of  OSS RBA is due to the fact that many investors have felt hesitant to invest in  Indonesia because of the long and complicated licensing process. These problems  include those related to submitting applications for approval, there are still  inconsistencies in the requirements for submitting documents between agencies,  lack of socialization of the use of the RBA OSS system to the public, limited  budget for publication activities. Seeing this, it is necessary to make efforts to  overcome them. This research discusses the Implementation of Government  Regulation Number 5 of 2021 Concerning the Implementation of Risk-Based  Business Licensing (OSS RBA) in the Serang City DPMPTSP, where researchers  analyze how policies should work with factual conditions in the field and relate  them to various aspects (socio-political, socio-economic and socio-cultural) that  influence them. Then the "analysis knife" used is the variables included in George  C. Edward III's theory including aspects of communication, resources, disposition  and bureaucratic structure. Data collection techniques were carried out through  observation, documentation studies, and interviews. Determining informants  using purposive techniques. Based on the research results, it shows that the  implementation of Government Regulation Number 5 of 2021 concerning the  Implementation of Risk-Based Business Licensing (OSS RBA) in the Serang City  DPMPTSP has been running optimally. However, Serang City DPMPTSP needs  to improve services that focus on Human Resources (HR), direct outreach and  publication activities, increase the budget for incentives for front office service  counter employees, as well as integrating RBA OSS system data that is connected  between technical agencies in issuing business permits.
