description: The dynamics of land use in Serang City are rapidly triggering growth in various fields. Spatial planning can be used to control and direct various activities that utilize the surrounding space. This research aims to evaluate the policy implementation of the Detailed Spatial Plan and Zoning Regulation of Serang Sub-district and Cipocok Jaya Sub-district of Serang City, Banten Province. Qualitative research methods are used in this thesis research. Researchers use policy evaluation from Leo Agustino (2023), namely regulations, apparatus resources, and institutions. In addition, the theory of informality and citizenship from Berenschot and Van Klinken (2018) was also used in this research. The results showed that 1) The Detailed Spatial Plan and Zoning Regulations of Serang Subdistrict and Cipocok Jaya Subdistrict in 2013-2033 are in harmony with the old laws and regulations, while if they are synchronized with the latest laws and regulations, they are disharmonious; 2) Apparatus resources in terms of quality from scientific background are relevant in the implementation of spatial planning, while the availability of apparatus, especially spatial utilization control employees, is inadequate; 3) The role of the Spatial Planning Forum of Serang City is not yet optimal; 4) There is third party intervention in the implementation of RTDR; 5) Permit processing related to space utilization is found to be a practice of processing permits through intermediaries or brokers; 6) Personal closeness plays a role in changing the direction of spatial planning policies. Suggestions that researchers put forward are 1) Harmonize the Detailed Spatial Plan and Zoning Regulation of Serang Sub-district and Cipocok Jaya Sub-district with the regulations above and below; 2) Improve the quality of the apparatus by conducting training, namely technical guidance on the Spatial Detail Plan or other spatial policies, and training on geospatial analysis; 3) Optimize the role of the Spatial Planning Forum by including the community, academics, urban observers, and the community. 4) There needs to be strict and effective sanctions on spatial plan violations. (5) Simplify licensing procedures and improve the efficiency of public services to reduce the need for informal channels. (6) A strong commitment from the head of the region to the Spatial Plan is sought so that informality related to social affiliation roles does not occur.
