note: Penelitian ini bertujuan untuk menganalisis Pola Strukturasi Pada Atlet Penyandang Disabilitas oleh Pemprov DKI Jakarta. Penelitian ini Dilatar belakangi oleh upaya untuk meningkatkan kesejahteraan dan kualitas sumber daya para penyandang disabilitas di Jakarta, Pemerintah Provinsi DKI Jakarta mulai membuat program serta kebijakan yang ditujukan untuk masyarakat penyandang disabilitas. Penelitian ini menggunakan kerangka teori yaitu teori Anthony Giddens. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Hasil dari penelitian ini menunjukkan bahwa melalui berbagai program yang dijalankan oleh Dinas Kepemudaan dan Olahraga (DISPORA) dan lembaga terkait lainnya, atlet diberikan kesempatan untuk mengembangkan kemampuan teknis dan psikologis mereka melalui pelatihan yang sistematis dan terstruktur. Proses seleksi yang melibatkan penjaringan awal oleh Satuan Tugas Perlindungan dan Pengasuhan Sosial (P3S) juga telah diimplementasikan, meskipun proses ini masih memerlukan peningkatan dalam hal keterbukaan dan inklusivitas untuk memastikan semua atlet berbakat mendapatkan kesempatan yang sama. Selain itu, advokasi dan rasionalisasi melalui dialog terbuka antara pemerintah, masyarakat sipil, dan komunitas penyandang disabilitas diperlukan untuk mempengaruhi perubahan kebijakan yang lebih inklusif, dan sementara langkah-langkah yang diambil oleh Pemerintah Provinsi DKI Jakarta telah mengarah pada pola strukturasi yang positif, masih ada area yang perlu ditingkatkan untuk mencapai pola strukturasi yang sepenuhnya inklusif dan menyeluruh bagi atlet penyandang disabilitas.
abstract: This research aims to analyse the Structuration Pattern of Athletes with Disabilities by the DKI Jakarta Provincial Government. This research is motivated by efforts to improve the welfare and quality of resources for people with disabilities in Jakarta, the Provincial Government of DKI Jakarta began to make programmes and policies aimed at people with disabilities. This research uses a theoretical framework, namely Anthony Giddens' theory. This research uses qualitative research methods with a case study approach. The results of this study show that through various programmes run by the Department of Youth and Sports (DISPORA) and other related institutions, athletes are given the opportunity to develop their technical and psychological abilities through systematic and structured training. A selection process involving initial screening by the Social Protection and Care Task Force (P3S) has also been implemented, although this process still requires improvement in terms of openness and inclusiveness to ensure all talented athletes get equal opportunities. In addition, advocacy and rationalisation through open dialogue between the government, civil society, and the disabled community are needed to influence more inclusive policy changes, and while the steps taken by the DKI Jakarta Provincial Government have led to positive patterns of structuration, There are still areas that need to be improved in order to achieve a fully inclusive and comprehensive structuration pattern for athletes with disabilities.
