In this regard, research has been carried out on problems in the  implementation of electronic dependent rights. There are implications and explain  the legal settlement of the failure of the application for registration of the right of  dependency through the electronic right of dependency service system (HT-el) on  the regulation of the certificate of the right of dependency at PT Bank Tabungan  Negara KC Cilegon. This research is an empirical normative legal research that  aims to see the implementation of normative legal provisions (laws) in their  actions in every specific legal event that occurs in a society. The type of data used  is secondary data obtained from literature studies and interviews with sources  and respondents. The data collected was analyzed qualitatively and processed by  deductive methods. The results of this study show that. The implication of the  failure of the application for registration of electronic dependent rights resulted  in the non-issuance of a certificate of dependent rights as a sign of evidence of the  imposition of dependent rights. As a result of the cancellation of the registration  application by the land office due to constraints in the system (force majeure),  there is a weak legal protection for creditors as lenders as Preference creditors  whose position is prioritized over other creditors. The results of the legal  settlement of the failure of the HT-el registration application can apply for a  refund of the PNBP fee in its implementation is not in accordance with it, namely  by repeating the registration process at the direction of the Officer. This is not in  accordance with the Ministerial Regulation of ATR/BPN N0.5/2020 and ignores  the regulation. And the Ministerial Regulation of ATR/BPN No. 5/2020 does not  expressly regulate accountability for officers who violate or neglect their  obligations.
