note: Program Pendaftaran Tanah Sistematis Lengkap dirancang untuk membantu
menciptakan kepastian hukum dalam kepemilikan tanah di masyarakat, yang
diharapkan dapat membantu meredam konflik di bidang pertanahan. Tujuan dalam
penelitian ini yaitu untuk mengetahui serta melakukan Evaluasi Program Pendaftaran
Tanah Sistematis Lengkap (PTSL) di Desa Cibadak Kecamatan Cikupa Tahun
Anggaran 2021. Teori yang digunakan pada penelitian ini adalah teori yang
dikembangkan Dunn, yaitu: efektivitas, efisiensi, kecukupan, pemerataan,
responsivitas, dan ketepatan. Metode penelitian yang digunakan yaitu deskriptif
dengan pendekatan kualitatif. Teknik pengumpulan data dengan melakukan
observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian ini
menunjukkan bahwa program PTSL yang dijalankan oleh Badan Pertanahan Nasional
Kabupaten Tangerang di Desa Cibadak sudah baik, tetapi masih terdapat kendala
pada indikator efisiensi, yaitu ketidakmampuan masyarakat dalam memenuhi
persyaratan karena akta tanah yang digadaikan, tanah bermasalah dan pemiliknya
yang tidak ada sehingga masyarakat tersebut harus menunggu sertipikatnya dibagikan
kembali.
abstract: The Complete Systematic Land Registration Program is designed to help create legal
certainty in land ownership in the community, which is expected to help reduce
conflicts in the land sector. The study aims to find out and evaluate the Complete
Systematic Land Registration Program (PTSL) in Cibadak Village, Cikupa District,
Fiscal Year 2021. This study used theory developed by Dunn, namely: effectiveness,
efficiency, adequacy, equity, responsiveness, and accuracy. The study method used is
descriptive with a qualitative approach. Data collection techniques involve
observation, interviews and documentation. The results of this study, it shows that the
PTSL program implemented by the National Land Agency of Tangerang Regency in
Cibadak Village was great, but there are still obstacles to efficiency indicators,
namely the community's inability to fulfill the requirements due to mortgaged land
deeds, problematic land and the owner not being there, so that These people have to
wait for their certificates to be distributed again.
