Law Number 25 of 2007 on Investment is designed to  provide legal certainty for investors, both domestic and foreign. The  implementation of investment based on Law Number 25 of 2007 is expected not  only to accelerate the pace of economic development but also to accommodate  environmental aspects. However, although Law Number 25 of 2007 is expected to  have a positive impact on increasing investment, in reality, the implementation of  this policy often encounters obstacles in the field. On one hand, the influx of  investment has a positive impact in the form of increased employment absorption.  On the other hand, uncontrolled investment growth can trigger environmental  degradation, land use conversion, and social inequality. The identification of the  problem in this research is: How is the implementation of Law Number 25 of 2007  concerning Investment in Banten Province? And what are the implications of  investment in Banten Province on development and the environment based on Law  Number 25 of 2007 concerning Investment? The theories used in this research are  the Theory of the Rule of Law and the Theory of the Welfare State. The research  methods used are the Normative Juridical method and the Empirical Juridical  method. The data sources are primary data supported by secondary and tertiary data.  The data collection techniques were carried out through library research and field  research. Data obtained were analyzed descriptively using a qualitative data  analysis approach. The results of this study show that investment in Banten  Province plays a significant role in driving economic growth through the  development of infrastructure and industry. However, challenges such as complex  bureaucracy, development disparities, and negative environmental impacts require  serious attention. Strengthening oversight, implementing environmentally friendly  technology, and enforcing strict law are key to ensuring that investment not only  drives economic growth but also maintains environmental sustainability and  community welfare in a sustainable manner.
