Improving health  services is aimed at increasing awareness, comfort and the ability to live healthily  for every citizen in order to realize optimal health as an element of prosperity.  Good health service processes are provided professionally by health workers and  other supporting health workers. One of the processes of professional health  services is by filling in complete medical records. The problem is first, what are  the legal consequences of incomplete filling in of medical record files on patient  rights in terms of Law Number 17 of 2023 concerning Health: Second, what is the  legal protection of patient rights at the Unyur Community Health Center, Serang  City, Banten in terms of Law Number 17 of 2023? 2023 About Health. The  research method used is a combination of 2 (two) methods, namely empirical  legal research and normative legal research, using secondary data and primary  data. The secondary data collection technique was carried out by means of  library studies and primary data using field studies was carried out by means of  interviews. The results of the research are: The legal impact of incomplete filling  out of medical record files on patient rights in terms of Law Number 17 of 2023  concerning Health, Article 4 paragraph (1), incomplete medical record  documents is a problem because medical records are often the only record. which  can provide detailed information about what has happened while the patient is  being treated. This will result in internal and external impacts because the results  of data processing become the basis for making reports both internally at the  health center and for external parties. Legal protection of patient rights at the  Unyur Community Health Center, Serang City, Banten, is reviewed from Law  Number 17 of 2023 concerning Health, as Article 3 is an action or effort to  protect society to create order and tranquility so as to enable humans to enjoy  their dignity as human beings. Legal protection at the Unyur Community Health  Center not only protects patient rights but also protects doctors in carrying out  their profession whether the doctor's actions are in accordance with the SOP or  not.
