description: The problem of slums occurs due to the lack of spatial planning, in Pulomerak  District there are many slums that have not received optimal services, which creates  a bad paradigm of government powerlessness in regulating community life services.  Therefore, in an effort to improve the quality of slums in Pulomerak District,  researchers refer to the provisions of Article 37 of the Cilegon PERWALI Number  16 of 2023. The problem identification in this research is the implementation of  authority and obstacles faced by DISPERKIM Cilegon City in handling slums. The  theories used are the Authority theory and the Government Action theory. The  research method used is empirical juridical with qualitative research type and  descriptive in nature. The results showed that the implementation of the authority  carried out by DISPERKIM Kota Cilegon in the mandate in handling slums was  well implemented with a reduction in the area of slums, especially in Pulomerak  District. The reduction of slum areas is carried out through programs held by  DISPERKIM with the help of Community Groups in charge of managing the  program in each village. The total slum area in Pulomerak Sub-district is known to  remain 17.31 ha. Obstacles that occur are limited land and budget, lack of  community participation and socialization that has not been comprehensive. In  conclusion, the refurbishment is mandated by the Cilegon City DISPERKIM with  regard to the Cilegon Mayor Decree Number: 600.2/Kep.167-Perkim/2024,  through the RUTILAHU (repair of uninhabitable houses) and KOTAKU  (environmental road repair and environmental drainage repair) programs. In  conducting slum upgrading, DISPERKIM Cilegon City has obstacles, namely: (1)  limited budget, (2) lack of community participation, (3) limited land, and (4)  socialization that has not been comprehensive. These obstacles show that the  actions taken by the government are two-faceted government actions but cause  some changes in rights, obligations, authority and legal position for the community  or existing objects
