This research uses Descriptive Qualitative research method, with data collection techniques of Interview, Observation and Documentation. The data analysis technique used in this research is the data analysis technique from Miles and Huberman, which consists of data collection, data reduction, data presentation and conclusions. The technique of checking and validity of data in this study was carried out with a credibility test consisting of extended observation, increased persistence, and triangulation, then carried out a test of transferability, dependability test, and certainty test. The results showed that (1) The implementation of Reading Tutoring Services has been designed and implemented in a structured manner such as identification of needs, clear objectives, time management, and provision of supporting facilities, all of which are to overcome the low reading ability of grade 1 students. (2) Teachers' roles and strategies in Reading Tutoring Services include two main phases: planning and implementation. In the planning phase, teachers act as designers by focusing on identifying learners' needs and developing a well-thought-out program. In the implementation phase, teachers act as mentors, motivators, facilitators, and evaluators to ensure learners get effective reading guidance. (3) The results of the implementation of Reading Tutoring Services at SD Negeri Kota Baru show its effectiveness in improving students' reading skills, independence, interest in reading, and motivation.
