The theories used are welfare state theory, legal protection theory, and legal effectiveness theory. This research method is focused on a qualitative approach, which is a research procedure that produces descriptive data, namely what respondents stated in writing or verbally, real behavior and positive legal policies in Indonesia regulating legal protection for the right to work safety for health workers. The legal research used is normative legal research, the results of the research show that legal protection and fulfillment of the right to work safety for health workers who handle things that have been regulated in legislation have not been fully obtained.
