The objective of this research is to develop a "Mustika Beauty" video as an effective educational tool to enhance the basic makeup skills of deaf students. The research adopts the Research and Development (R&D) approach utilizing the ADDIE development model. The analysis of learning needs reveals that 80% of deaf  students in Class X at SKh MBU, Kabupaten Pandeglang, possess a moderate level of makeup proficiency, while 20% demonstrate high proficiency. The media  validation results show feasibility ratings of 80% from media validators, 89% from material experts, and 96% from practitioners, with an overall average score of 88%. Consequently, the "Mustika Beauty" video is demonstrated to be highly feasible as an instructional medium for teaching basic makeup skills at SKh MBU,  Kabupaten Pandeglang.
