This study aims to evaluate the waste   management policy in Serang District implemented by the Serang City   Environmental Service. This evaluation was carried out using Agustino, Leo's   (2023:83-94) policy evaluation theory which includes five main indicators, namely   apparatus resources, institutions, facilities and infrastructure, finance, and   supporting regulations. The research method used is descriptive qualitative, with   data collection through in-depth interviews, observations, and documentation   studies. The results of the study indicate that there are several challenges in the   evaluation of waste management policies in Serang District by the Serang City   Environmental Service, such as limited human resources, lack of public awareness   regarding waste management, the Environmental Service that has collaborated   with sub-districts, urban villages, and other parties involved, and lack of adequate   facilities and infrastructure. In addition, financial aspects and supporting   regulations also affect the effectiveness of this policy. Based on these findings, this   research provides recommendations for improving waste management through   increasing apparatus capacity, regular outreach regarding waste management,   sorting and recycling. strengthening institutions, providing better facilities and   infrastructure, utilizing cooperation with the private sector in utilizing CSR funds,   carrying out cross-subsidies related to waste levies for village areas, as well as   stricter supervision and strict sanctions for violators who throw rubbish carelessly.
