description: The current waste problem is the increasing amount of plastic waste. The DKI  Jakarta Provincial Government continues to make various efforts to overcome and  reduce the amount of plastic bag waste, namely by emphasizing the importance of  environmentally friendly shopping bags through Governor Regulation Number 142  of 2019 concerning the Obligation to Use Environmentally Friendly Shopping Bags  in Shopping Centers, Supermarkets and People's Markets. The identification of the  problem is how to implement the use of environmentally friendly shopping bags at  Senen Market based on DKI Jakarta Governor Regulation Number 142 of 2019,  then what are the obstacles or constraints in implementing the use of  environmentally friendly shopping bags at Senen Market. The theories used are  public policy theory and environmental management theory. The research method  is empirical juridical. The research specification is descriptive analysis. The data  source is primary data supported by secondary data. Data collection techniques are  interviews and documents related to research. Data was obtained and analyzed  descriptively using a qualitative approach method. The research results are based  on Article 5 and Article 15 of DKI Jakarta Governor Regulation Number 142 of  2019, namely that implementers are obliged to use environmentally friendly  shopping bags and the public has the right to obtain environmentally friendly  shopping bags easily from the manager. The DKI Jakarta Provincial Government  has the authority to determine policies, implement policies, guide and supervise  community participation in reducing the use of plastic bags by shopping centers,  supermarkets, people's markets, business actors, and/or the public who are  consumers. The implementation of the policy on using environmentally friendly  shopping bags has been successful and can be an alternative to using single-use  plastic shopping bags, but it has not been optimal because many people still  complain about the price difference between environmentally friendly shopping  bags and plastic bags. The suggestion recommended by the author is that the DKI  Jakarta Provincial Environmental Service must be more aggressive in conducting  outreach on reducing plastic waste, especially regarding the use of environmentally  friendly shopping bags, so that all groups can know and implement policies on the  use of environmentally friendly shopping bags.
