Challenges in Occupational Health and Safety (OHS) risk management affect worker safety, project efficiency, and corporate sustainability. To reduce risks, analysis and mitigation efforts are necessary to minimize negative impacts. This study aims to identify risk events and risk agents in the construction project of the Jawa 9 and 10 Suralaya PLTU and determine mitigation priorities using the House of Risk (HOR) method. The research employs the House of Risk (HOR) method to identify, analyze, evaluate, and determine risk mitigation actions. The findings indicate 29 risk events and 40 risk agents, with five priority risk sources: A12, A35, A1, A26, and A13, along with nine mitigation actions proposed to the company for prioritizing the mitigation of critical risk agents.
