To align a common perception or slogan for the behavior of civil servants in providing services, thereby forming a work culture foundation that is service-oriented and responsive to change, a circular was issued in 2021 regarding the implementation of the Core Values “BerAKHLAK” and the Employer Branding “Proud to Serve the Nation.” This was to be applied simultaneously by all Civil Servants in Indonesia. However, in reality, the average index for the implementation of the BerAKHLAK Core Values in 2022 was only 60.9 percent. This study aims to determine the level of implementation of ASN Core Values “BerAKHLAK” as the Work Culture for Civil Servants at the Bekasi Regency Education Office. The research method used is a survey method with a quantitative approach, involving 65 employees and 97 society as respondents. Data analysis techniques include validity tests, reliability tests, normality tests, and hypothesis testing. The results of this study indicate that the implementation level of ASN Core Values “BerAKHLAK” as the Work Culture for Civil Servants at the Bekasi Regency Education Office is 87.06% and 70,79% according to society.
