description: This study aims to analyze the fulfillment of disability rights: road accessibility in East Jakarta. This study is motivated by people with disabilities who experience difficulties in their mobility activities on pedestrian sidewalks that are still uneven in terms of accessibility needs. This study uses two theoretical frameworks, namely the Accessibility Indicator theory from Black and the State Obligation Theory from Marzuki. This study uses a qualitative research method with a case study approach. The results of this study are that the mobility needs of people with disabilities on pedestrian sidewalks using Guiding Blocks and ramps are still not fully even and in terms of accessibility indicators including ease, usefulness, independence, and safety are inadequate for people with disabilities. The state obligations carried out by the DKI Jakarta Bina Marga Agency as a state organizer that have not been maximized in providing the needs of Guiding Blocks and ramps for the disabled are due to limited budgets, internal and external communication from the DKI Jakarta Bina Marga Agency which is less than optimal. And from the community who are less aware of using pedestrian sidewalks for personal interests, both parking and street vendors or PKL.
