According to Law Number 8 of 1999 concerning Consumer Protection, consumers have the right to comfort, security, and protection from harm. In the rapidly growing online gaming industry, virtual fund top-up transactions have become common. However, some consumers experience losses due to top-up failures, leading to legal uncertainty. This research aims to analyze legal protection for consumers who suffer losses from top-up failures and to understand the legal certainty for online game users in resolving losses from such failures. Using a normative juridical method, this study collects data from legal literature and interviews. The theories employed are legal protection and legal certainty. The research findings indicate that legal protection for consumers is not yet optimal. Article 4 of Law Number 8 of 1999 grants consumers the right to comfort and security, but many are still unaware of these rights. Article 7 also stipulates the obligation of business actors to provide clear information about the services offered, but the information is often incomplete or not transparent. Article 19 of the Consumer Protection Law requires business actors to provide compensation for consumer losses. Although there are clear regulations regarding these obligations, the implementation in practice needs improvement.
