Marriage dispensation is the granting of a  marriage permit approved by the court to prospective husbands and prospective  wives who are not yet nineteen years old to enter into marriage. The identification  of this research is the legal form and guarantee of legal protection for granting  dispensations for marriage to minors regarding child protection in the legal  system in Indonesia based on Law Number 16 of 2019 concerning amendments to  Law Number 1 of 1974 concerning Marriage. The type of legal research carried  out in this research is a normative juridical approach using a statutory approach.  The specifications of this research are descriptive analysis. The data sources  consist of primary data, namely interviews with the Cilegon Religious Court and  secondary data in the form of primary legal materials consisting of the  Constitution of the Republic of Indonesia, Law Number 16 of 2019 concerning  amendments to Law Number 1 of 1974 concerning Marriage and secondary legal  materials such as books, journals and so on. The results of the research explain  that the legal form of granting marriage dispensation to minors for child  protection in the legal system in Indonesia is based on Law Number 16 of 2019  concerning amendments to Law Number 1 of 1974 includes guidelines regarding  requests for marriage dispensation which regulates the principles and purpose,  request for marriage dispensation, administrative requirements and case  examination. The provisions of Law Number 16 of 2019 concerning amendments  to Law Number 1 of 1974 concerning Marriage regarding marriage dispensation  in Article 7 paragraph (2) which explains that marriages can request marriage  dispensation from the local Religious Court, and it is granted if there is a strong  reason and completeness of application documents.
