description: Budget participation is a process of subordinate participation in which individuals are  involved in and have influence in the preparation of the budget whose performance will be  evaluated and will be rewarded for their achievements. Budget emphasis is a situation where  the budget is the most dominant factor in measuring subordinate performance and becomes a  benchmark for performance. Rewards are awards given by superiors to subordinates for  their achievements. This research method is quantitative research and the population in this  research is Regional Apparatus Organizations in Serang City. This research uses the  purposive sumpling method as a sampling technique. The data source used in this research is  primary data source. There were 96 questionnaires distributed to Regional Apparatus  Organizations in Serang City, but 80 Regional Apparatus Organization questionnaires were  returned which were complete and could be used as samples for this research. The results of  this research show that Budget Participation has a significant positive effect on Budgetslack,  Budget Emphasis has no significant positive effect on Budgetslack, and Rewards have a  significant positive effect on Budgetslack. Further research is recommended to add variables  or use variables that can influence the Budgetslack.
