description: Participatory development, which should involve the entire community from planning, implementation, benefit taking and evaluation, is in fact not always implemented in all rural areas. In Cijaku Village, the community only participates in development planning and development implementation. This research aims to explore the quality of community participation in Cijaku Village which is analyzed using the ladder of participation theory proposed by Arnstein. This theory divides levels of participation into eight steps, starting from the first ladder, manipulation, therapy, informing, consultation, placement, partnership, delegated power, and the top ladder is citizen control. The approach used in this research is a qualitative approach with a case study method. The data taken is data from interviews, observations and documentation regarding community participation in development in Cijaku Village. The results of this research show that the people of Cijaku Village occupy the fifth ladder, namely placement or reassurance. Where the public, even though the community is given the opportunity to express opinions and input, the final decision is still held by the government without any significant influence from the input. The level of participation of the Cijaku Village community is influenced by social networks and also the local community's trust in the Cijaku Village government, where social relations between the government and the community influence community participation in participation.
