Pada implementasi Kebijakan Ketahanan Pangan dan Gizi di Kota Serang Pada Studi Kasus Penganekaragaman Pangan dan Perbaikan Gizi Masyarakat terdapat beberapa permasalahan, seperti belum terpenuhinya pola konsumsi pangan yang beragam, bergizi seimbang dan aman, kurangnya jumlah implementator, kurangnya kegiatan sosialisasi, serta tingginya angka prevalensi balita stunting, westing, dan underweight Kota Serang dikarenakan tingginya persentase penduduk miskin di Kota Serang yang menurunkan kemampuan masyarakat dalam mengakses pangan yang beragam, bergizi seimbang, dan aman. Penelitian ini untuk mengetahui implementasi Kebijakan Ketahanan Pangan dan Gizi di Kota Serang Pada Studi Kasus Penganekaragaman Pangan dan Perbaikan Gizi Masyarakat. Teori yang digunakan adalah Implementasi Kebijakan Publik Van Metter & Van Horn dalam Agustino (2020) dengan menggunakan pendekatan kualitatif. Hasil penelitian menunjukan bahwa implementasi Kebijakan Ketahanan Pangan dan Gizi di Kota Serang Pada Studi Kasus Penganekaragaman Pangan dan Perbaikan Gizi Masyarakat belum optimal. Hal ini dikarenakan masih terdapat hambatan dalam dimensi karakteristik agen pelaksana, dimensi sumber daya, dan dimensi lingkungan ekonomi dan sosial. Maka dari itu, diperlukan adanya peningkatan jumlah sumber daya manusia, evaluasi kinerja implementor secara berkala, peningkatan subsidi, program insentif, edukasi, dan kampanye gizi yang melibatkan komunitas lokal. abstract: The Food Security and Nutrition Policy in Serang City (Case Study of Food Diversification and Community Nutrition Improvement) is the foundation for efforts to achieve food diversification and improve the nutrition of the community, thereby creating food security in Serang City. In the implementation of the Food Security and Nutrition Policy in Serang City, particularly in the case of food diversification and community nutrition improvement, several issues have been identified, such as the unmet need for a varied, balanced, and safe diet, a shortage of implementers, inadequate socialization activities, and a high prevalence of stunting, wasting, and underweight in children under five in Serang City. These issues are primarily due to the high percentage of poor population in Serang City, which reduces the community's ability to access varied, balanced, and safe food. This research aims to assess the implementation of the Food Security and Nutrition Policy in Serang City, focusing on the case of food diversification and community nutrition improvement. The theory used is the Public Policy Implementation Theory by Van Metter & Van Horn as referenced in Agustino (2020), with a qualitative approach. The findings of the study indicate that the implementation of the Food Security and Nutrition Policy in Serang City, particularly the case of food diversification and community nutrition improvement, has not been optimal. This is due to existing barriers in the dimensions of implementing agent characteristics, resources, and the economic and social environment.
