These  issues are primarily due to the high percentage of poor population in Serang City,  which reduces the community's ability to access varied, balanced, and safe food.  This research aims to assess the implementation of the Food Security and Nutrition  Policy in Serang City, focusing on the case of food diversification and community  nutrition improvement. The theory used is the Public Policy Implementation Theory  by Van Metter & Van Horn as referenced in Agustino (2020), with a qualitative  approach. The findings of the study indicate that the implementation of the Food  Security and Nutrition Policy in Serang City, particularly the case of food  diversification and community nutrition improvement, has not been optimal. This  is due to existing barriers in the dimensions of implementing agent characteristics,  resources, and the economic and social environment. Therefore, it is necessary to  increase the number of human resources, conduct periodic evaluations of  implementer performance, and enhance subsidies, incentive programs, education,  and nutrition campaigns involving local communities.
