description: One of the steps taken to improve community welfare is the formation of Village- Owned Enterprises (BUMDes). However, not a few of the BUMDes that have been formed are running optimally. One of them is BUMDes Daya Mandiri Labuan. This research aims to analyze the planning and implementation of the BUMDes program strategy in encouraging financial inclusion and local economic development in Labun Village without village funding assistance, as well as identifying the obstacles faced and their impact on community welfare. This research uses a qualitative approach with descriptive methods. Data collection uses interviews, observation and documentation. The informants in this research were BUMDes managers, Village Government, and community leaders. This research shows that (a). The management and implementation of the BUMDes program has not been optimal due to various internal and external obstacles. (b) These obstacles include limited funding, (c) less effective communication, (d) inadequate facilities, (e) low market competitiveness, and (f) non-ideal discussion times. However, there are plans for further programs in the form of developing MSMEs which have the potential to improve the village economy. The strategy to overcome funding obstacles is carried out through stakeholder involvement and promotion via social media. Apart from that, a family management-based approach is also applied to increase work effectiveness. However, the positive impact on community welfare is still not optimal.
