Saat ini aspek pengembangan karier menjadi aspek yang mendapatkan nilai terendah dalam penilaian penerapan sistem merit. Penelitian ini berfokus pada Evaluasi Sistem Merit Aspek Pengembangan Karier di Pemerintah Kota Serang. Penelitian ini menggunakan teori Evaluasi Kebijakan Publik menurut Leo Agustino (2023:83) yang terdiri dari lima dimensi yakni Sumber Daya Aparatur (SDA), Kelembagaan, Sarana, prasarana, dan teknologi, Keuangan, dan Regulasi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif dengan pengumpulan data melalui observasi, wawancara, dokumentasi dan studi kepustakaan. Teknik analisis data yang digunakan dalam penelitian ini menggunakan teknik analisis data menurut Miles dan Huberman. Hasil penelitian ini menunjukkan bahwa saat ini pelaksanaan sistem merit pada aspek pengembangan karier di Pemerintah Kota Serang masih belum baik. Hal tersebut dikarenakan masih terdapat hambatan yang dihadapi yakni ketersediaan anggaran yang masih kurang, belum adanya asesor dan tempat assessment center, terdapat sub aspek pengembangan karier yang belum dilaksanakan, asesmen yang belum dilakukan secara menyeluruh dan data pegawai yang belum terupdate secara lengkap. abstract: Career development is one of the eight aspects that are used to assess the implementation of the merit system in government agencies in accordance with the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform Number 40 of 2018 concerning Guidelines for the Implementation of the Merit System. Currently, the career development aspect is the aspect that gets the lowest score in the assessment of the implementation of the merit system. This reasearch focuses on the Evaluation of the Merit System for Career Development Aspects in the Serang City Government. The results of this reasearch shows that currently the implementation of the merit system in the career development aspect in the Serang City Government is still not good.
