Currently, the career development aspect is the aspect that gets the lowest score in the assessment of the implementation of the merit system. This reasearch focuses on the Evaluation of the Merit System for Career Development Aspects in the Serang City Government. This reasearch uses the Public Policy Evaluation theory according to Leo Agustino (2023:83) which consists of five dimensions, namely Apparatus Resources (SDA), Institutions, Facilities, Infrastructure, and Technology, Finance, and Regulation. The method used in this reasearch is a descriptive qualitative method with data collection through observation, interviews, documentation and literature studies. The data analysis technique used in this reasearch uses the data analysis technique according to Miles and Huberman. The results of this reasearch shows that currently the implementation of the merit system in the career development aspect in the Serang City Government is still not good.
