This research aims to describe the social criticism that occurs in the poetry book Apakah Negara? Toto ST Radik's work, and created teaching modules for learning Indonesian in high school. This research uses descriptive qualitative research methods   with data collection techniques using library study, reading and note-taking techniques. The data validity checking technique uses investigator triangulation techniques. The research data is in the form of complete poems from the poetry book Apakah Negara?   Toto ST Radik's work contains elements of social criticism. The social problems criticized   in the poetry book Apakah Negara? Toto ST Radik's works are political issues, moral   issues, humanitarian issues and religious issues. In this research, the data found was 26   data with details; political issues 16 data, moral issues 6 data, religious issues 2 data,   and humanitarian issues 2 data. The results of data analysis show that political problems   dominate more than other problems, this is because the author of the poetry book Apakah   Negara? Toto ST Radik's work was motivated by Rendra's poetry and also because of his   experiences with the social problems he faced. Discussion and analysis results in   research on the poetry book Apakah Negara? Toto ST Radik's work can be compiled into   a teaching module in class X high schools because it meets the criteria as teaching   material, in terms of language, psychology and cultural background.
