description: This study evaluates the Regional Regulation of Lebak Regency Number 10 of 2018  concerning the arrangement and empowerment of street vendors (PKL), focusing on  the PKL Zoning Program in Balong Rancalentah, Rangkasbitung District. The PKL  zoning is divided into green, yellow, and red zones; however, its implementation has  not been optimal. Many vendors continue to operate in the red and yellow zones where  vending should not be allowed, indicating a lack of supervision and rule enforcement.  The study uses a qualitative method with a case study approach, referring to Leo  Agustino’s (2023) policy evaluation theory, which includes five indicators: Human  Resources (HR), institutional, infrastructure and technology, financial, and regulation.  The results show that although there is coordination between the Disperindag and  related parties, there is still insufficient dissemination and understanding of the zoning  policy. Facilities for vendors are inadequate, and cashless payment technology has not  been fully implemented. Inaccurate data and unclear budget allocation also hinder  effective monitoring. Overall, the policy implementation requires improvement,  especially in terms of supervision, rule enforcement, and enhancing facilities.
