description: Looting in the context of traffic accidents constitutes a criminal act which, although not explicitly mentioned in the Indonesian Criminal Code (KUHP), still  fulfills the elements of theft as regulated in Article 362 of the KUHP. Thedefinition in that article states that theft is committed by anyone who unlawfullytakes an object, entirely or partially owned by another person, with the intentionof possessing it unlawfully, and is punishable by imprisonment of up to five yearsor a fine of up to nine hundred rupiahs. This study examines the phenomenonof  looting the cargo of vehicles involved in traffic accidents froma criminological  perspective. Using Robert K. Merton's Strain Theory and the Crime PreventionTheory, the research identifies factors causing looting behavior, such as economicfactors, social inequality, lack of community awareness, weak lawenforcement, and methods for its prevention. The method employed is a normative juridical  approach with a descriptive analysis through library research. The findings reveal  that, in addition to these factors, the lack of preventive action by lawenforcement  officials-where efforts are limited to issuing warnings against taking cargowithout restricting access to the accident scene-exacerbates the occurrenceof  looting of the cargo owned by drivers involved in traffic accidents. The studyalsodiscusses crime prevention efforts, including preemptive, preventive, andrepressive measures. One key recommendation is to enhance public educationandstrengthen legal actions to create a deterrent effect. This research provides newinsights into the importance of synergy between criminal lawand social  approaches in addressing the phenomenon of looting during traffic accidents.
