description: Human Trafficking, or the Crime of Trafficking in Persons, is a complex social  and legal issue that involves the illegal recruitment and transfer of individuals for  exploitation. This study aims to identify and analyze the phenomenon of Human  Trafficking (TPPO) in Serang Regency, Banten, focusing on the underlying  factors, work methods, and prevention and mitigation efforts. This is regulated by  the Governor Regulation (Pergub) of Banten Province No. 10 of 2018 concerning  the Regional Action Plan for the Prevention and Handling of Human Trafficking  2017-2021. The research findings indicate that economic factors, low education  levels, and social instability are the main causes of the high incidence of human  trafficking in Serang Regency. The research method used is descriptive  qualitative. Data collection was carried out through observation, interviews, and  document studies, followed by data analysis using Grindle's (1980)  Implementation Theory. The results show that the implementation of policies for  the Prevention and Handling of Human Trafficking in Serang Regency, Banten, is  fairly effective. Educational support provided by the Human Trafficking Task  Force (GT TPPO) to enhance the capacity and awareness of the community in  Serang Regency has been conducted consistently. Although the local government's  mitigation efforts are in place, they are still hindered by limited resources,  resulting in suboptimal provision of facilities and infrastructure. This study  recommends the need for an integrated system to create a comprehensive  response in handling human trafficking cases, making it more effective,  transparent, and improving protection and support for victims for Human  Trafficking in Serang Regency.
