It is imperative that collaboration in waste management be undertaken in order to effectively address the mounting challenges posed by the ever-increasing volume of waste. One form of collaboration is the implementation of a waste bank program. This research aims to ascertain the efficacy of collaborative governance of waste management in waste banks in Cilegon City, with a particular focus on the Emerson, Nabatchi, and Balogh collaborative models. This research employs a qualitative approach with a descriptive methodology. Researchers employed the data analysis technique described by Miles and Huberman. The findings indicate that the collaborative governance of waste management in waste banks in Cilegon City, as conceptualised within the three-component framework of collaboration dynamics, collaboration actions, impacts, and adaptations to the collaboration process, as proposed by Emerson, Nabatchi, and Balogh's Collaborative Governance Regime (CGR) theory, suggests that the collaborative approach to waste management in waste banks has not been optimally effective. Despite the progress made thus far, several obstacles remain in the collaborative governance of waste management in waste banks in Cilegon City. These include the lack of resources, insufficient public awareness regarding waste sorting, inadequate commitment, inadequate facilities, and insufficient infrastructure. It is evident that not all stakeholders have participated in all waste bank management activities, resulting in suboptimal reporting on waste bank activities. While there is still room for improvement, it is clear that waste bank activities have a positive impact.
