N1  - Peraturan Daerah Kota Serang Nomor 2 Tahun 2010 tentang Pencegahan, Pemberantasan, dan Penanggulangan Penyakit Masyarakat menyebutkan pada Pasal 5 melarang setiap orang melakukan perilaku homoseksual dan lesbian, dan Pasal 6 melarang waria menjajakan diri. Sesuai pasal 2, larangan tersebut bertujuan untuk menciptakan ketertiban dalam masyarakat di Kota Serang. Evaluasi terhadap Perda terkait perlu dilakukan atas beberapa permasalahan seperti maraknya perilaku LGBTIQ+, temuan kasus HIV/AIDS, serta Perda belum efektif untuk dijalankan terutama terkait upaya pencegahan dan penanggulangan yang tidak dilakukan secara menyeluruh, sehingga diketahui efektivitas implementasi kebijakan. Evaluasi Perda mengacu kepada teori evaluasi berdasarkan tiga jenis tujuan evaluasi, sebagaimana yang digariskan oleh Charles O. Jones. Penelitian ini menggunakan metode kualitatif, meliputi observasi, wawancara, dan analisis dokumen. Hasil penelitian menunjukkan bahwa evaluasi terhadap implementasi peraturan daerah berdasarkan aspek politis dan substantif, peraturan terkait belum memberikan manfaat yang signifikan dan belum sepenuhnya mencapai tujuannya terutama dalam menangani fenomena LGBTIQ+. Sementara itu, implementasi peraturan tersebut mendapat dukungan penuh dari masing-masing instansi pelaksana berdasarkan aspek organisasi. Sebaliknya, fenomena LGBTIQ+ mendapat perhatian lebih jika dilihat dari perspektif kesehatan.

N2  - The Regional Regulation of Serang City Number 2 of 2010 concerning the Prevention, Eradication, and Mitigation of Social Diseases states in Article 5 that it is prohibited for any individual to engage in homosexual and lesbian behavior, and Article 6 prohibits transgender individuals from selling themselves. According to Article 2, the prohibition aims to create order in the community of Serang City. Evaluation of the regional regulation (Perda) is necessary due to several issues such as the prevalence of LGBTIQ+ behavior, the discovery of HIV/AIDS cases, and the fact that the Perda has not been effectively implemented, especially regarding prevention and mitigation efforts that have not been carried out comprehensively, thus determining the effectiveness of policy implementation. The evaluation of local regulations refers to the evaluation theory based on three types of evaluation objectives, as outlined by Charles O. Jones. This research employs qualitative methods, including observation, interviews, and document analysis. The research findings indicate that the evaluation of the implementation of regional regulations based on political and substantive aspects shows that the related regulations have not provided significant benefits and have not fully achieved their objectives, especially in addressing the LGBTIQ+ phenomenon. Meanwhile, implementing the regulations receives full support from each implementing agency based on organizational aspects. Conversely, the LGBTIQ+ phenomenon receives more attention when viewed from a health perspective.
