%O Penelitian ini bertujuan untuk mengetahui apakah Atribut Inovasi yang dimiliki oleh Aplikasi Gampang Ngurus Berkas (PANGKAS) berpengaruh kepada Proses Adopsi di Tingkat RW Kota Tangerang, Persoalan mengenai Program Aplikasi PANGKAS ini muncul disaat situasi birokrasi pemerintahan yang sedang tidak baik baik saja, seperti lambatnya proses pelayanan administrasi, rawannya terjadinya korupsi, kuranganya pemahaman masyarakat mengenai teknologi serta terbatasnya kompetensi apparat RW didalam menggunakan aplikasi PANGKAS, 
sehingga dengan ini penelti ingin mengamati penyebab proses adopsi dari setiap RW ini dipengaruhi oleh Atribut Inovasi yang dimiliki aplikasi PANGKAS. Penelitian ini menggunakan Teori Utama Atribut Inovasi dan Proses Adopsi sebagai variabel utamadari E. Rogers. Adapun Penelitian ini menggunakan metode penelitian Kuantitatif, yakni mengukur seberapa berpengaruhnya antar variabel ini dengan menggunakan Analisis Regresi Sederhana. Teknik Pengumpulan data yang digunakan adalah penyebaran Angket/Kuesioner dan dokumentasi. Populasi dalam penelitian ini adalah Rukun Warga yang berada diwilayah Kota Tangerang dengan jumlah 1015 orang, sementara sampel yang diambil secara proposional sebanyak 284 responden, dengan teknk sampling Probability Sampling yakni Propotional Sampling dimana beberapa Ketua RW terpilih bertinggal di Kota Tangerang dapat dilakukannya penyebaran kuesioner secara proposional Hasil penelitian yang diapat peneliti menjawab bahwa adanya 
pengaruh yang diakibatkan Atribut Inovasi sehingga Proses Adopsi di Rukun Warga masih sangat minim digunakan

Ngurus Berkas (PANGKAS) affect the adoption process at the RW level in 
Tangerang city Issue Regardng the PANGKAS Application arise form conditions in the government bureaucracy that are not functions effectively such as the slow administrative service process, indications of corruption, lack of public understanding of technology, and lmited competence of RW officials in using the PANGKAS application. This Research explores how he Innovation Attributes of the PANGKAS applications influence the adoption process at each RW. The Study used the main Theory of innovaton by E. Rogers. This Research applies a quantitative method to measure the influence to the influence between variabels using simple regression analysis. Data Colletion techniques used include distributing questionnaires, and documentation. The Population in the study in 
this study is the Community Asscoiations. (RW) in Tangerang City, Totaling 1015 individuals, while the sample was proportionally drawn with 284 respondents, selected through probability sampling, specifically proportional sampling, where several RW leaders in Tangerang City were proportionally surveyed. The research findings indicate that there is an influence of innovation attributes on the adoption procces. However, the level of adoption among Community Associations is still very low.
