There are many cases that have become the subject of discussion, one of which is the sale of processed frozen fish balls produced by MSME business actors without a distribution permit, which is a practice that is contrary to the Consumer Protection Law, which requires that processed products sold must have a distribution permit label, clear information. products and so on, so that by not including the distribution permit label, consumers feel disadvantaged. The problem identified in this research is how to protect consumers against frozen food products that do not have a BPOM distribution permit based on Law no. 8 of 1999 concerning Consumer Protection and legal sanctions against business actors if consumers are harmed by consuming food containing dangerous substances, this is linked to Law no. 18 of 2012 concerning Food. The theory used in this research is the theory of legal protection and legal certainty. The method used in this research is a qualitative research method with a normative juridical research type. The results of this research are that there are 2 (two) forms of legal protection for consumers regarding losses from consuming food containing dangerous substances, namely preventive legal protection and repressive legal protection. Preventive protection is a form of preventing the occurrence of a problem by providing counseling and coaching business actors to implement labels and register distribution permits for food products with the relevant agencies. Repressive protection is legal protection which is more indicated in resolving disputes by taking action, if the business actor has been proven to have committed a violation, Dispindag collaborates with other legal authorities to carry out the action of sealing the business premises to provide a deterrent effect to business actors and provide compensation to consumers when consumers feel disadvantaged.
