However, accessibility for disabled individuals is often not included in public transport planning. This research examines two key issues: the implementation of universal design principles based on the regulation concerning accessibility for disabled individuals at Transjakarta bus stops, and the barriers faced in optimizing these principles for accessibility. The theories used are Public Service Theory and Legal Protection Theory. The research method is Juridical Empirical, with a Descriptive Analytical specification. Data sources include primary data supported by secondary data, collected through interviews and available documents, analyzed descriptively using a qualitative approach. Findings from May 2024 indicate that out of 249 bus stops, 118 are disability-friendly, 126 are not, and 5 are being revitalized. The total number of people with disabilities in DKI Jakarta, according to 2023 Social Service data, is 14,154. PT Transportasi Jakarta provides free services for disabled individuals, including a Disability Card, with 101,270 issued in 2024. Interviews revealed significant areas for improvement, such as inactive audio announcements, uncomfortable priority seating, inadequate guiding blocks, and a lack of staff awareness. The conclusion of this study is that the application of universal design principles at Transjakarta stops is 47%, with barriers including land limitations, government budget constraints, inter-agency coordination issues, and public awareness deficits.
