description: Pandeglang Regency holds the title as one of the food barn areas in Banten  Province, however there are several villages in Pandeglang Regency that are  classified as food insecure areas, one of which is Cikalong Village, Cibitung  District. The Village Government has the authority to improve the Village  economy as stated in Article 26 paragraph 2 of Law Number 6 of 2014  concerning Villages. The identification of the problem in this study is how is the  implementation of the authority of the village government in developing the  agricultural sector to realize food independence in Cikalong Village, Cibitung  District, Pandeglang Regency based on Law Number 6 of 2014 concerning  Villages? and what are the inhibiting factors of the village government in  implementing the authority of the village government in developing the  agricultural sector to realize food independence in Cikalong Village, Cibitung  District, Pandeglang Regency based on Law Number 6 of 2014 concerning  Villages? The theory used is the theory of authority and the theory of supervision.  The method used is empirical juridical, qualitative research type and is  descriptive. The data sources used are primary data and secondary data, data  collection techniques with field research by conducting interviews and literature  studies by collecting from various literature. The results of the study indicate that  the authority held by the Cikalong Village Government in developing the  agricultural sector to realize food independence is attributive, this authority is  given directly by law to the Village Government. And preventive supervision, this  approach involves participatory planning and collaboration between the  community and the government to prevent food insecurity. In practice, the  implementation of its authority, the Village Government has obstacles including:  Limited human resources, minimal budget, overlapping regulations between the  Village, Regency and Provincial Governments and lack of farmer knowledge  about modern agricultural technology and external factors such as weak  infrastructure, climate change, high operational costs, limited market access,  politics and policies that do not support, and lack of communication and  education.
