%X The background to this research was that there were problems regarding learning motivation among student council administrators. This research was carried out with the aim of finding out the general picture of learning motivation among students managing the State Vocational School student council in Serang City. The type of research used in this research was a descriptive study. The sampling technique in this study used total sampling by using all subjects from the total population where the number of samples was the same as the population, namely 321 student student council administrators. This research was related to learning motivation among student council administrators, carried out by looking at a number of aspects of learning motivation, namely autonomy, competence, and detachedness. The data analysis technique in this research used quantitative descriptive methods. The results of this research showed that the level of learning motivation of students managing the State Vocational School student council in Serang City was in the high category with a percentage of 88.8%. The most prominent aspect of learning motivation was the autonomy aspect which was the highest and competence was in the medium category. After analyzing the research results and obtaining categorization, the guidance and counseling media design was created based on the needs of student council administrators.

%O Latar belakang penelitian ini adalah adanya permasalahan mengenai motivasi belajar pada siswa pengurus osis. Penelitian ini dilakukan dengan tujuan untuk mengetahui bagaimana gambaran umum motivasi belajar pada siswa pengurus 
osis SMK Negeri di Kota Serang. Jenis penelitian yang digunakan dalam penelitian ini yaitu studi deskriptif. Teknik dalam pengambilan sampel dalam penelitian ini menggunakan total sampling dengan cara menggunakan 
keseluruhan subjek dari total populasi dimana jumlah sampel sama dengan populasi yaitu sejumlah 321 siswa pengurus osis. Penelitian ini terkait dengan motivasi belajar pada siswa pengurus osis dilakukan dengan melihat sejumlah jenis motivasi belajar yaitu autonomy, competence, dan reletedness. Teknik  analisis data dalam penelitian ini menggunakan metode deskriptif kuantitatif. 
Hasil penelitian ini menunjukkan bahwa tingkat motivasi belajar siswa pengurus osis SMK Negeri di Kota Serang berada pada kategori tinggi dengan presentase 88,8%. Aspek motivasi belajar yang paling menonjol yaitu pada aspek autonomy yang berada paling tinggi dan competence berada pada kategori sedang. Setelah menganalisis hasil penelitian dan mendapatkan pengkategorian, maka rancangan media bimbingan dan konseling dibuat bedasarkan kebutuhan siswa pengurus osis.
